Review and require all government employees at the state and federal level to maintain and renew a Ethics review mandate and license with photo held in the national archive and excessable to all citizens under the right to information act. Each infraction to be posted and recorded for information regarding re-election or review. Each individual must have a mininum of 100 classroom hours in a recordable and verifiable college course. Per term, at their own personal cost. this is in conjunction with a physical and mental stability exam. Again this is at the their own cost and will not be the tax payers responsibility. This is a requirement to service failure to comply is right for dismissal of service.
