I believe that all current and new firearms owners need to be licensed in order to own a firearm. They must also be required to undergo an approved firearms safety training course.
Then proceed with a police interview to check any outstanding warrants and for police to gauge suitability before approving said license.
The licensee would have to purchase adequate lockable storage for any weapons purchased.
If the licensee wishes to purchase firearms for self defence, sport or collecting purpose he/she must apply for "endorsements" and be subject to further checks by police.
Assault style weapons cannot be owned by individuals, only appropriate law enforcement, military and sports shooting organizations.
