Require all gun owners or prospective gun owners to obtain a license to buy and or posses fire arms. A license will only be issued to any citizen that does not have a criminal record, a restraining order or mental deficiencies. This license will be required for the purchase of any firearm, ammunition and related paraphernalia such as body armor, scopes, clips etc. This license must be renewed every ten years or all firearms must be disposed of either by sale, transfer to another licensed gun owner or destroyed. The license will be required for all gun sales, including gun shows or private sales. If a firearm is obtained without a license, the individual or corporation that it is obtained from may be held liable for any consequences resulting from the illegal use of that weapon.
