Require all gun owners to procure million dollar insurance policies to defray funeral costs of gun violence victims.

Good day Mr. President.
I believe that making gun owners insure their weapons is similar to having automobile insurance. This way funerals and other expenses will be paid for and the owner of the weapon will think twice before using it to harm others or leaving it around for someone to take it. It puts the onus on the owner of the gun to ensure victims are properly taken care of.
