Similar to car ownership and operation, insurance should be required for the purpose of compensating victims, police, fire departments, etc for the damage caused by gun ownership and use. Insurance cards showing proof of current status would be needed to purchase ammunition, gun parts and guns. Insurance companies should be tasked with determining the suitability of the gun owner possibly requiring a health screening, etc. Discounts could be achieved by showing a current gun safety course completion certificate, an owner key system that only allows one person to access or operate fire arms and ammunition, and the use of a gun safe or secure storage system. Possibly the insurance company can establish rates for people who have mentally ill persons occupying the same residence.
