In order to reduce gun related accidents and to reduce the number of stolen guns in the hands of criminals, I propose the following: All gun owners undergo practical training at a gun range, or other certified facility, in the safe operation, transport and storage of firearms. Require all people who own, or wish to own a firearm to purchase and use an approved firearm storage device, such as a gun safe.
