Require ALL guns have operator license, registration and liability insurance! Demand biometric trigger locks in place.

Require that ALL gun owners have an operating license for each type or class of guns owned, and each gun (including gun dealers) be registered, and liability insurance policy held by owner or dealers for each gun held, min. age 18YO. A registration fee covers the database needed for the DOJ including a biometric data for sales & txfrs. Set aside 50% of the fees to research biometric trigger locks for ALL guns(no exceptions, including military issues), retrofit older guns with biometric trigger locks, and the agency to oversee trxfr of ownership when biometric trigger locks are required & available on every gun manufacture & a victims fund. States can decide what method to complete transfers of biometric data so that guns may inherited or sold- to be compatible w/ above database.
