In most states, individuals can sell personal firearms to anyone they desire. By having a requirement for all handguns and assault weapons to be registered and titled, will allow law enforcement to trace all firearms used in crimes. Anyone caught without a titled firearm will be sentenced to 5 years in prison and if caught again it will double each time with the full time being served. Hopefully this will stop criminals from carrying firearms illegally and get them off the street. If an individual sells a firearm, they will have to go through the same procedure as buying a car, this way a person can be denied if there are questions about an individuals background. The State will issue a card listing guns you carry and a temporary card will be issued when you purchase one.
