It is clearly a conflict of interest for officers from the same or nearby law enforcement agencies to have the primary responsibility of investigating their own. It is also clear that they have failed in these duties time and time again. Instead, uninvested federal investigators should be assigned, not just when a case becomes a national news story, but each and every time a police officer kills a civilian.
