Require that all Laws with an incarcerable offense to have a victim whom's person or property has been directly affected

We The People Motion that for any Legislation, Executive order, or any other deceleration made in the color of "law", or actual law that is an incarcerable offense require a Victim. The Victim must actually be a person, whose person, natural rights, or property is directly affected by another person, or their actions. This would require that States or the Federal Government hold hearings person vs person, and not allow the State, local, Federal Governments, or Corporations to be the opposing party against a person.
*To clarify a Person is a physical being or natural person.*
*Ex: Barrack Obama is a person. The United States Government is not*
*Incarcerable means to imprison, jail, or other wise restrict ones movement and/or rights.
