Congress passes laws that apply to the citizenry, but exempt themselves from the adverse effects of the legislation. WE THE PEOPLE, request / demand, that all laws past, present and future be applied equally to the fullest extent of the law. Honesty demands it, righteousness calls for it, truthfullness is the way for it, equality covers it, justice applies it.
