We need to limit the official breeders. We need to STRICTLY require all breeders of any animal to renew a breeding license every six months and renew each dam or sires license annually with the state that the breeder lives in. The breeding license needs to be pretty pricey so that customers know that the animal they are purchasing from a specific breeder has received the right care. $300 every six months would be a reasonable amount for a breeding license.
It would also be good to make it mandatory that all veterinary offices in the United States give reasonably priced care to altered pets but charge much higher prices to unaltered pets. (That would also limit the breeders.) The money made from the licenses could fund the animal shelters.
