Require all major instant messaging (IM) providers to open their platforms to other IM providers.

Instant messaging, which encompasses presence, text, audio, video & file transfer capabilities, is presently limited to incompatible, proprietary standards that makes it difficult to impossible to communicate with someone outside a limited network. There are no technical barriers, only greedy corporations jealously guarding their turf. In order to offer the freedom of service choice, like phone & email, require that all public facing IM providers (like Skype, Facebook, Microsoft, Yahoo, Google, Blackberry, & Apple) with more than 100,000 registered users share protocols and/or adopt open standards for all text, presence, audio, video, & file transfer capabilities, to allow an efficient, low cost, & easy to use communication service be made more readily available to millions of Americans.
