Require that all members of Congress fully read every bill prior to being able to vote on it.

I believe that every member of Congress should be required to fully read any and every bill before being able to vote on it. Prior to Congress voting, it would be required for each member to sign a form stating they have read the bill in its entirety.

I believe it to be unethical for one to vote on an issue without having a full and complete understanding of it. Without fully reading a bill, there is no way a member of Congress can state in good faith that they fully understand what is being put forward. The same can be said for a student attempting to write a book report having only read the Cliff Notes; while general ideas may be understood, many of the details may be either forgotten, or pushed to the side.
