Require that all members of the Senate and House of Representatives be prohibited from debate or voting if found to be under the influence of alcoholic beverages. The standard of intoxication will be the level at which an individual is prohibited from operating a motor vehicle in the District of Columbia which is .08%. Funds will be allocated for enforcement officers with extensive training in identifying intoxicated individuals to be present at all times when the Congress is in session. Suspected offenders will be given field sobriety tests up to and including breathalyzer and/or blood testing. Any person found to have a blood alcohol content above .08% will be escorted from the capitol building and barred from returning for a minimum of 12 hours.
