Require all military and law enforcement personnel to be demoted one rank level per month of any recess from duty.

If any member of the military or law enforcement takes a suspended leave from duty for whatever reason, they will lose one rank level for every month they are away. The time it takes for them to move back up in rank, is determined by the current members of that members previous rank level.
The member is permitted to engage in their usual work while on leave, but the degree to which is not noted in consideration of re-earning their previous rank.
