Require that all new buildings constructed in the USA starting in 2018 have a solar roof.

Benefits:
1. No taxpayer cost.
2. Immediate uptick in building by those who wish to avoid solar roofs.
3. Immediate expansion of solar panel production (due to a guaranteed market), with resultant fall in costs due to economy of scale.
4. Eventual reduction in fossil fuel needs.
