Require all new construction to include solar panels.

Hear me out here...
If the government can demand higher gas mileage on cars, why is this such a crazy idea?
Think about it -- solar panels on every new building, residential and commercial -- will lessen our need for fossil fuels, it will save money for those using it through lower utility bills, it will create jobs, it will lower pollution, and it utilizes the never-ending power of the sun.
Seems a no-brainer -- let's make it happen!
