All new government and commercial office and retail building construction should be required to include the installation of on-premise solar panels.

Installations should provide a minimum of 25% of the buildings annual energy usage. By 2025, this number should be increased to 50%.

Tax incentives should also be given to manufacturing facilities that install on-premise solar that provides a minimum of 25% of the facilities annual energy usage.

These requirements will reduce the usage of fossil fuels and encourage the private-sector development of cheaper and more efficient solar cells.
