In the past few years there have been investigations which uncovered scandals related to non-profits being created and used to enrich a few persons and friends, while spending little or nothing on their stated purpose. Examples of this are the Humane Society of America, Kids Wish Network, Cancer Fund of America, Children's Wish Foundation and American Breast Cancer Foundation. More than 50 major charities were identified by the Tampa Bay times which spend less than 10% of their donations on direct aid related to their purpose.

Regulations for non-profits should be changed to limit payroll and expenses to 15%, and require a minimum of 85% of donations to be spent on direct aid related to their purpose, or else they lose non-profit status.
