Require ALL persons who have not paid Federal Income Taxes in the past year and are receiving Government "Entitlements" such as Wellfare, Food Stamps or MediCAID to be drug tested and successfully pass the drug test to continue to receive said "Entitlements". If I have to pass a drug test to get a job - they should have to pass one to get free stuff.
