Require all oil futures to be received by the purchaser and once an oil future has been purchased it can't be resold.

Oil speculators have no other purpose other than to increase the price of oil futures to make money. Because oil prices affect the entire economy no longer should speculators drive up the prices of oil.

Return back to old regulations that required oil future holders to take possession of the actual oil. Also add a new regulation that does not allow oil futures to be resold.

This will drop oil by half its price because then only end-users of this commodity will be using affecting its price.

Add taxes on profits on oil companies that close down oil refineries to collude and manipulate gas prices domestically.
