1. Any organization wishing to provide goods and/or services to the US Government must have its primary headquarters within the USA and must be registered as a US, not foreign, company.
2. Any such companies must pay appropriate taxes to the US Government, and not use offshore tax havens to evade their tax responsibilities.
3. Any such organizations not complying with this requirement will lose their privilege to provide goods and services to the US Government, and any open contracts they hold shall be declared null and void and shall be renegotiated with compliant organizations.
