Require all outerwear manufacturers to sew reflective strips into the back of their products

The majority of outwear sold in the United States is of a dark color. For night-time drivers, this is a problem because dark jackets make the wearers invisible to drivers. This invisibility results in many near misses and fatalities because drivers did not see a person until it was too late. To combat this problem, outwear manufacturers should be required to sew into their jackets reflective strips which make will the jacket visible to drivers in low-light areas, making the wearers visible to traffic and cut down on accidents. The ideal locations for such reflective strips is below the shoulder blades on the back of the jacket.
