Require all pawnshops and gold places to register all items they recieve so criminals with stolen property can be traced

I had a very valuable and sentimental hierloom stolen from me this year while I was living in Florida. I filed a police report but the detectives can't do anything because my watch was pawned at an unscrupulous pawnshop or gold exchange place where they don't require people to register items and identify themselves. Unfortunately there are many such businesses in south Florida and probably everywhere. Legitimate businesses keep a record of customers bringing in the merchandise and record the serial numbers. The item goes onto a national pawn tracker data base and can be traced by police if the items happen to be stolen. The ilegitimate shops are partners in crime with the criminals! All pawnshops or gold places need to be required to register all items they recieve or be shut down.
