Drug testing should be performed on those that receive food stamps, medicaid and welfare each month. If they fail the drug test then their benefits should stop for a period of no less than one month. In which after this time they can be drug tested again. If they fail a second time beniefits should be stopped for 3 months. If I have to be drug tested for my job then so should those who don't have a job!
