Require all political parties and PACs to help pay down the national debt using 10% of all money contributed.

6 billion dollars was spent in the last election. Instead of bombarding the public with an endless assault of attack ads, some of that money could be put to much better use. 10% of all the money contributed could help pay down the national debt.
