Require all positions requesting H-1B visas be offered locally for a minimum of one month prior to being granted.

The current H-1B visa process does not require the hiring company to post the job opening locally prior to filling it with a foreign national. I would like the law to change to require that all positions be offered locally at a fair compensation level for at least one month prior to allowing an H-1B visa. Employers would be required to retain information on local candidates for the job and random audits would be made by the government to verify that fair hiring practices have been followed.
