Deductions from this value could include non-fossil fuel or low emissions based (green) energy technologies.

1. Make businesses that produce most effectively ($ and energy) receive a better concentration of existing wealth.
2. To give the American people the tools to decide upon the culture of green technologies by promoting businesses with the $ paid for the products they already need.
