Require ALL receiving gov. assistance longer than 2 yrs enroll in post-secondary education to reach self-sufficiency

If after 2 years an individual is still on ANY form of government assistance (KTAP, Food stamps, etc.) they should be required to enroll in school. Take the $ that would have been spent on their assistance over the next 2-3 years and spend it instead on their education, be it a community college, university, ESL, ANYTHING!! We, as a nation, MUST LEARN to be self-sufficient. You can not expect those in poverty to miraculously know how to obtain job-related skills without the education to do so. GET TO THE ROOT OF THE PROBLEM - STOP CONDEMNING, START HELPING THE RIGHT WAY!
