Require all recipients of government welfare to perform community service in return for this otherwise unearned benefit.

The government welfare program exists for a good reason, to care for those unable to currently care for themselves. Under the current economic conditions, it's unfortunately absolutely necessary. In exchange for these benefits, we the people request that all recipients of the government welfare program be required to give back to their communities in any way they are physically and mentally capable. There is too much to do and too few tax dollars to allocate to projects in every community nationwide. If the government is allocating tax dollars to able-bodied individuals, dollars that could otherwise be allocated to community projects, then why not ask for their idle time in return? Please alter the program to foster gratitude and responsibility versus entitlement and dependency.
