A representative of the people in a society should account for the average philosophical perspective of those who elected him or her. Therefore the IQ of that representative should be at least the average of the collective IQ of the electorate. A test should be passed by the person elected proving his or her comprehension of the constitution they swore to uphold. The results of these tests should be public .
