Require that all salaries and reimbursements to federal Elected Officials be stopped when Federal funding is "shut down"

When Congress fails to pass a Federal budget on time, many people suffer when Federal payments stop. Fairness requires the responsible parties to suffer the consequences of their own actions. It will also encourage them to pass a budget in a timely manner. It also makes sense to close all Congressional departments like the cafeteria, barber shop, custodial and free postal service as well as the heat and air conditioning. I would also turn off the lights and the plumbing but that might be counter-productive.
