Require all signatories of petitions naming any state to succeed from the union, be full resident of that state.

It should only be a full resident of the state named in any petition to succeed from the union, thereby causing actions in the name of that state.

It should not be allowed for residents of other states to possibly cause by this action for succession the unintended costs to be incurred.

The other effect of this rule is that nonresidents will not be able to cause by signature the succession of a state(s) deemed best kicked out of the union.
