Require all smartphones to become pre-installed with a safe-driving app that aims to reduce impaired driving

Every year about 10,000 people are killed and a further 290,000 people are injured due to drunk driving. With the advent of smartphones we are offered the opportunity to reduce impaired driving. The app would at its core have two functions. The first is to allow easy and safe access to report impaired drivers to local law enforcement, with the help of the phone's location and motion. With an army of phones with easy access impaired drivers can be easily reported to law enforcement, while also deterring impaired driving in the first place. Additionally the app would allow for additional means of transportation and resources for potentially impaired drivers. Lets stop drunk driving with some help of the 21st century.
