Require all state that want to leave the united states to have a national vote on it

We the people of the United States of America ask the president to require all the states that wish to leave this great nation to present in a fair and public manor there reasons for wishing to leave. We also request that this states to provide an outline for how they will provide for there citizens. We the people of the Untied States of America also request a nation wide vote on any seccison from the union
