Require all state welfare systems require urine tests to be given for all recipients of benefits.

Require that each states systems for welfare give urine tests to all parties receiving benefits over the age of 18.

If a person receiving benefits is found to have taken any illegal substance they have to wait 2 weeks before receiving their benefits. If after 2 weeks they are found to have a substance in their urine again, they are then pushed to 30 days.

After 3 times of being tested and failing they are thus removed from the system for 6 months.

Benefits are paid for by other Americans who are working hard to pay for their own families and are taxed. These taxes are used in different ways, one of which are for the welfare sytems. If the working person needs to take a test to get a job, then the non working person needs to take a test to receive benefits.
