Require all states to: make gun show sales subject to state firearm permit laws, mandate new gun permits include a personal recommendation section and an annual state tax on gun ownership.
1. Require permit applicants to submit 3 personal recommendations attesting the applicant’s soundness of mind.
a. Personal recommendations must be from 1 relative and 2 non-relatives currently familiar with applicant.
b. Local police officer could be substituted for a relative who would attest to the applicant’s ability to safely own the firearm.
2. The state issuing the permit must collect an annual ownership tax that shall not be less than $25 per firearm. All taxes collected shall go exclusively into the state’s budget for police protection and gun safety education.
