Very few states recognize the carry and conceal permit from another state. This legislation would require any and all states to recognize the carry and conceal permit that someone has already received in their home state. If a citizen goes through the proper background checks in his or her home state and is approved by that state to carry and conceal a firearm then why shouldn't every other state recognize it?
