Require all states requesting permission to secede to provide a plan for compensation to those who choose to relocate

As a resident of a state for which there is currently a petition requesting secession from the United States, I am concerned about the potential loses that would be suffered by people, business entities, and any other organizations who reside or have property in a seceding state. Any state requesting permission to secede should be required to submit a detailed plan of how they intend to compensate individuals and organizations for their necessary relocation expenses, and for the purchase of any property at fair market value, prior to being allowed to present any proposed legislation to voters.
