Require all states of the United States to create common requirements for highly qualified teacher certification.

We humbly submit and request that university education programs should be formed and established in such a manner nationwide that teachers will be considered "high-qualified" in any state in the Union. We also humbly submit and request that the teacher certification requirements including alternate route certification requirements should be uniform enabling teachers the opportunity to work in other states without requiring additional classes or testing above and beyond continuing education hours. These requirements should include a grandfather clause for teachers who have been actively teaching for five or more years.
