Require all states that have not passed it into law, to issue a "Certificate of Birth Resulting in Stillbirth" from 20 weeks Gestation on, A stillborn is still born.
All states issue a death Certificate for stillborn's, but not a "Certificate of Birth Resulting in Stillbirth" which to us doesn't make sense. They are recognizing a death has occurred, but not recognize that a stillborn is still a birth.
