Require all tax refunds due back to US citizens that are incarcerated be garnished and used to fund the prison system.

Require all tax refunds due to US citizens that are in prison for longer than 1 year be garnished in order to help fund the prison system. This should accomplish 2 goals. 1. Help lessen the financial burden of the prison system. 2. Lower the amount of tax fraud being committed by those incarcerated. If they are not the recipients of the refund they may be less inclined to commit the fraud.
