require all of those on government assistance to be assigned a social worker, to work towards independence from welfare

There are many today living on government funds, and we understand the need for help, but there has to be a middle ground. We need to assign social workers trained in personal finance to work with all civilians currently on welfare, wic..etc. To move towards a future without government help. Refusal of this help will result in loss of government funds. The goal should be to work with these people to get them off welfare and back into the job market, not just keep sending them checks every month. This will decrease independence on government funds, as well as create new job opportunities for social workers and more.
