require that ALL uniformed law enforcement personnel be uniquely and individually identifiable when captured on video.

For safety and integrity a law should be enacted requiring ALL law enforcement agencies receiving federal funds for personnel and/or equipment to wear uniforms (including SWAT) with highly visible, unique four sided (front, back, left and right shoulder)personnel identifiers. These uniform (including SWAT) ID's shall be color coded alpha/numeric designations clearly distinguishing one officer from ANY other officer in the surrounding jurisdictions. These ID's shall be large enough to be seen and/or video recorded by any nearby observer including the press. Identifiers would be coded so that no one but their respective commanding officer can look up their actual ID. This actual ID shall be made available for subpoena purposes in the event of legal criminal or civil action against an officer
