Reinforce the spirit of the 2nd Amendment by requiring that all United States Citizens, 18 years of age and older and of sound mind and body, possess a rifle and 500 rounds of ammunition.
The basis for the law:
1) Defend the United States if called upon by the federal government.
2) Defend against the federal government in tyrannical circumstances if called upon by a state militia.
The conditions for rifle ownership:
1)The rifle should be of equivalent power and caliber to that supplied to United States military and contractors.
2)The rifle should be secured within the persons residence and kept under strict control at all times with penalties for weapons that are stolen or used to commit a crime, even if not committed by the owner.
3) Proof of purchase required on yearly tax returns.
