Require all U.S. citizens and residents to take a Technology Information Test for Updated Softwares.

With technology rapidly expanding this will serve as a test to keep U.S. citizens and residents up-to-date with what software and technologies exist in our ever changing world.

Every American should have a basic understanding of the technologies that exist today and this would be the most efficient way reach all residences.

Possible Idea:
The Technology Information Test for Updated Softwares (TITUS) will be distributed just as a driver's license test is and taken in the same manner, although this material will be distributed by the Federal Government not the State. The test should be taken every 5 - 10 years maximum to keep everyone current.
