To require that all weapons proposed for ban be benchmarked against a common semiautomatic hunting weapon of equivalent or greater caliber and charge to determine relative lethality and weapon function prior to their being banned. For benchmarking:
1. All weapons will utilize the same optics.
2. All baseline weapon barrels will be of equal or greater length, twist rate, and quality to their counterparts
3. All weapons must be fired in all modes of fire available.
4. Benchmarking must be documented and open to the public to ensure validity and to raise public awareness on the lethality and function of the weapons in question.
All weapons found to be of equivalent or less lethality relative to their hunting counterparts must be removed from the list of weapons to be banned.
