The Internet has become a basic necessity for 250 million Americans. Unfortunately most websites are slower than they could be, and this is damaging our country. Website owners, often ignorant to this fact, are unlikely to speed them up unless required to do so by law. It doesn't matter how fast our connections are if the sites on the other end have to think for ages before rendering a page.

Benefits from enforcing faster websites:

1. Boosting the economy. If each Internet user saves just 60 seconds of waiting per day, the country gains 2,800 years annually. Slow pages cause people to lose focus, and an increase in focus at work boosts economic output.
