Every year, many people receive welfare. While many families need help, such as food benefits and unemployment to get back on their feet after losing a job, many people abuse the system. Mandatory drug tests should be in place of every adult applying to ensure they are not abusing hard-earned money of tax-payers to support bad habits. Also, they should be required to volunteer time to do something to earn the money they will receive. Many places such as Goodwill, Habitat for Humanity, Salvation Army, etc look for help everyday. Give it to them. Many states are already using a similar system and it is working. All 50 states should participate.
